We are talking about the OIC Media Observatory’s 127th weekly report on Israeli crimes against Palestinians, released on May 5, 2026. Twenty two Palestinians killed in one week. Eighty five wounded. Three hundred and forty raids in the West Bank. One hundred and seventy two arrested. The cumulative toll since October 7, 2023 has now reached 73,771 killed and 183,136 wounded. The OCHA report from the same week added that two NGO workers were murdered in Gaza, that health and water services have been suspended, and that 2026 has produced the highest monthly average of West Bank displacement in over seventeen years of UN records.

The Ummah needs to confront a hard question. After 127 weeks, what has the documentation produced? What is a “report” worth when the regimes that publish it shake the hand of the entity that does the killing?

What the OIC Is and What It Was Supposed to Be

The Organization of Islamic Cooperation (OIC) was founded in 1969 after Zionist arson on the Masjid al-Aqsa. Fifty seven member states. Headquartered in Jeddah. According to its own self-description, it is “the collective voice of the Muslim world.”

The OIC Media Observatory is the body that issues these weekly reports. It counts the dead. It documents the demolitions. It tallies the violations of Al-Aqsa. It does this professionally and consistently. Report 112. Report 120. Report 127. Each one heavier than the last.

This is what the OIC does. This is the entire range of its action.

The Numbers Tell One Story. The Function Tells Another.

Look at the trajectory the OIC’s own reports lay out. Report 114 in early February: 142 killed in one week. Report 120 in mid-March: 122 martyrs. Report 122 at the end of March: 138 killed and wounded. Report 125 in mid-April: 1,329 crimes in one week. Report 127 in early May: 1,006 crimes in seven days, 73,771 dead in total.

The numbers are not slowing. The reports are not stopping the killing. The OIC is the secretary in the room while the murder happens, transcribing the screams.

This is not a failure of effort. This is the design. Critics writing in the established press have called the OIC “loud in rhetoric but woefully short on serious or tangible action” and described it as a “toothless tiger.” Pakistani analysts noted the OIC has “only issued rhetorical statements in favour of Palestine, without any practical action” and that “the OIC did not and does not have the courage to respond militarily to the continuing Israeli occupation of the Palestinian lands.”

The Structural Lie

The OIC operates by consensus. Its 57 member states include regimes with peace treaties with the Zionist entity (Egypt, Jordan), regimes that signed the Abraham Accords (UAE, Bahrain, Morocco, Sudan), and a host kingdom (Saudi Arabia) actively negotiating its own normalization. The “collective voice” includes the voices of those who have already chosen the other side.

This is why the OIC, in the words of regional analysts, has “faced persistent criticism for its ineffectiveness in addressing the Israeli-Palestinian conflict” and why “unlike organizations such as the United Nations or NATO, the OIC lacks mechanisms to enforce its resolutions or exert significant pressure on Israel or influential international actors. The absence of a collective military capability or an economic sanctions regime undermines its ability to effect meaningful change.”

A body whose members include the killer’s allies cannot stop the killer. It can only count.

The Test the OIC Failed Twenty Times

Concrete steps were always available. An oil embargo by Muslim majority producers. Expulsion of Israeli ambassadors from member states that recognized the entity. Coordinated suspension of trade. Closure of airspace to Israeli flights during the assault on Gaza. Pressure on Egypt to fully open the Rafah crossing. The Friday Times observed that “collective pressure could be exerted on neighbouring states such as Egypt and Jordan to fully open border crossings to allow unhindered humanitarian aid into Gaza and the West Bank. The OIC has also failed to persuade Egypt, Jordan, the UAE, Sudan, and Morocco to suspend diplomatic relations with Israel.”

None of this happened. Not because it was impossible. Because the regimes that compose the OIC have chosen American protection over Islamic obligation, and the structure of the OIC allows them to hide that choice behind a press release.

While the OIC was issuing its weekly reports, leaked documents revealed that Arab states “deepened military ties with Israel while denouncing” the war. The same regimes condemning the killing in the morning were sharing intelligence with the killer at night.

What the Reports Cannot Do

Documentation is a tool. Used correctly, it serves accountability, yet documentation alone, separated from any force capable of acting on it, becomes something else. It becomes a ritual. It becomes the appearance of caring, performed by those who have decided not to. After 127 weeks, the report is no longer evidence for action. The report has replaced action.

The Palestinian buried under a building does not need his death recorded. He needed his life defended. The Ummah produced neither.

The Solution Is the One the Ummah Was Promised

The OIC is a product of the nation state system. Fifty seven flags, fifty seven thrones, fifty seven sets of “national interests” calculated against Washington’s red lines. This is a system designed by colonial powers to ensure that no Muslim collective ever forms again with the will and the means to defend Muslim land. The OIC does not break that design. The OIC institutionalizes it.

Allah commanded the opposite:

وَٱعْتَصِمُوا۟ بِحَبْلِ ٱللَّهِ جَمِيعًۭا وَلَا تَفَرَّقُوا۟ ۚ

“And hold firmly to the rope of Allah all together and do not be divided.”

The verse does not give us permission to gather under one rope on Tuesdays at the OIC summit and break into fifty seven ropes on Wednesday. The command is permanent. The command is structural. It demands a body, not a meeting.

The Prophet ﷺ described what that body looks like. He said:

“The believers in their mutual kindness, compassion and sympathy are just like one body. When one of the limbs suffers, the whole body responds to it with wakefulness and fever”

Gaza is the limb. The fever is missing. The body has been amputated into 57 pieces and each piece is told it is sovereign over its own pain.

The Prophet ﷺ also told us what the Ummah needs to be a body and not a corpse:

“A commander (of the Muslims) is a shield for them. They fight behind him and they are protected by (him from tyrants and aggressors). If he enjoins fear of God, the Exalted and Glorious, and dispenses justice, there will be a (great) reward for him; and if he enjoins otherwise, it redounds on him.”

There is no shield today. There is a media observatory. The shield was the Khilafah, and the Ummah lost it in 1924.

The scholars of the past did not treat this as optional. Imam an-Nawawi recorded in his commentary on Sahih Muslim that 

“They (the scholars) consented that it is an obligation upon the Muslims to appoint a Khalifah, and that its obligation is by the shar’, not the mind”

Imam al-Qurtubi said in his Tafsir that on the obligation of the Khilafah, 

“there is no difference regarding the obligation of that between the umma, nor between the Imams” 

Imam al-Mawardi recorded the same consensus in al-Ahkam al-Sultaniyyah.

Fifty seven flags is fifty seven violations of this consensus. The OIC is the diplomatic uniform that the division wears.

What We Do

First, we stop expecting the OIC to save Palestine. Expecting a body of normalizers to defend Al-Aqsa is like expecting the wolf to be the shepherd. The reports it publishes are useful as evidence of the regimes’ guilt, not their effort.

Second, we name the failure honestly to the people around us. Most Muslims still believe that “Muslim countries are doing what they can.” The OIC’s own numbers, week after week, prove this is false. Awareness is the first wall to break.

Third, we work for the Khilafah. Allah said:

وَعَدَ ٱللَّهُ ٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ لَيَسْتَخْلِفَنَّهُمْ فِى ٱلْأَرْضِ كَمَا ٱسْتَخْلَفَ ٱلَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ ٱلَّذِى ٱرْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّنۢ بَعْدِ خَوْفِهِمْ أَمْنًۭا ۚ يَعْبُدُونَنِى لَا يُشْرِكُونَ بِى شَيْـًۭٔا ۚ وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُو۟لَـٰٓئِكَ هُمُ ٱلْفَـٰسِقُونَ

“Allah has promised those of you who believe and do good that He will certainly make them successors in the land, as He did with those before them; and will surely establish for them their faith which He has chosen for them; and will indeed change their fear into security—˹provided that˺ they worship Me, associating nothing with Me. But whoever disbelieves after this ˹promise˺, it is they who will be the rebellious.”

The promise is real. The condition is on us.

Twenty two Palestinians were killed last week. The OIC counted them. Allah will ask us what we did. “We read the report” will not be an answer.
