The Legalization of Genocide Under the Mask of “Terror”

On March 30, 2026, the Israeli Parliament defied the conscience of humanity by passing a law imposing the death penalty on prisoners it labels as “terrorists.” Passed by 62 votes to 48, this law is not an ordinary piece of criminal legislation. It is the open transfer of decades of occupation, massacre, and oppression onto legal ground. It is a confession that a state is using the law as a tool to send people in its custody to the gallows.

Do not be deceived by the word “terrorist.” In this law, those called “terrorists” are Palestinians living under occupied territory, tried in military courts, stripped of their right to defense, and forced to sign documents in Hebrew they cannot understand. They are people resisting on their own land. With this law, Israel is transforming its military courts which already have a conviction rate above 99 percent into death factories.

Two Separate Laws: Life for Jews, Rope for Palestinians

The most naked and revolting face of this law is that it creates two entirely different justice systems. While Israeli citizens are tried in civilian courts, Palestinians are left to the mercy of military tribunals. Looking at the details of the law, the savagery of this distinction becomes undeniable.

In military courts, the votes of two out of three judges are sufficient to deliver a death sentence. No prosecutorial request is required; the court can issue a death sentence on its own motion. The right to pardon has been completely eliminated. The path to appeal has been reduced to almost nothing. Execution is to take place within ninety days, carried out by hanging. Furthermore, the guards who carry out the executions are shielded by anonymity and criminal immunity. In other words, the state will hang a person in secrecy, with no accountability whatsoever.

In contrast, the acts of burning, killing, and looting carried out by Jewish settlers against Palestinians in the West Bank are excluded from the scope of this law. The law has been openly tailored according to ethnic identity. It cannot be called law; it is organized discrimination. It is apartheid itself.

Shifting the Agenda: The Iran War and the Distraction of Attention

One must ask: why did this law emerge at precisely this moment?

The Israeli government is struggling with a legitimacy crisis at home. The mounting international pressure from the massacre in Gaza, the arrest warrants issued by the International Criminal Court, the fury of hostage families within the country, and the rising voices against judicial reform have cornered the Netanyahu government. Add to this the escalating tensions with Iran.

Israel’s arrival at the brink of war with Iran is no coincidence. This is a classic agenda-shifting operation. Spilling Muslim blood is a tool used both to intoxicate the domestic public with nationalist fervor and to divert international attention elsewhere. While children are slaughtered in Gaza, while land is swallowed in the West Bank, while tens of thousands of Palestinians rot in prisons, now a death penalty law has also been enacted, and on top of all this, a conflict with Iran is being stoked.

This picture lays bare the strategic calculation of the Israeli state: to deepen the oppression of Muslims, to push the region to the brink of war, and to sustain all this savagery under the guise of “security” and “self-defense.” This calculation no longer fools anyone.

9,500 Prisoners: An Entire People Taken Hostage

As of today, between 9,350 and 9,500 Palestinian security prisoners are held in Israeli prisons. Approximately 3,400 of them are held under administrative detention, meaning they are imprisoned without any charge or trial whatsoever. These people have been locked away without even a court order. Among them are 350 children, between 53 and 73 women, and underage girls.

These figures show that an entire people is being systematically held hostage. Even if the current 9,500 prisoners are not directly affected by it, every Palestinian arrested from this point forward will face this execution regime. The law is building the executions of the future.

A Law That Sends Children to the Gallows

Perhaps the most horrifying dimension of the law is that it contains no exception whatsoever for children. Israeli military courts have set the age of criminal responsibility at 12. There is no provision in this law stating that it applies “only to adults.” This means there is no legal barrier to executing a twelve-year-old child.

It is known that approximately 10,000 Palestinian children have been tried in Israeli military courts since the year 2000. The vast majority of these children were forced to sign documents prepared in a language they could not understand. Now the children of the future will grow up under the shadow of the death penalty.

International Law Is Being Ignored Again

Amnesty International has demanded the immediate repeal of the law. Human Rights Watch has described it as “discriminatory.” The UN Human Rights Chief has stated that the law directly contradicts international conventions. The European Union has characterized this decision as “a clear step backwards in the field of human rights.”

Article 6 of the International Covenant on Civil and Political Rights, to which Israel is a party, guarantees the right to life. The Fourth Geneva Convention mandates the protection of the civilian population in occupied territories. All of these instruments are in open violation. Yet Israel has been trampling international law for decades and has faced none of its consequences. The complicity of Western powers is the foundation of this impunity.

The Only Solution: Khilafah

For decades, the blood spilled in Palestine has proven one painful truth: international law, UN resolutions, Europe’s statements of “condemnation,” and diplomatic pressure have achieved nothing. Because these systems were not designed to protect Muslim lives, they were designed to protect the existing balance of power.

The only voice that has answered the cry of a Palestinian mother has been the voice of another Muslim. The hands that carried aid to Gaza have been Muslim hands. This is no coincidence; it is the reflection of the Ummah’s conscience, not yet fully awakened, but never truly dead.

The solution is clear: the reconstruction of an Ummah consciousness that unites the economic, political, and humanitarian power of Muslims into a single fist. Not states fragmented, buried in internal conflicts, and awaiting the approval of the West but an Ummah that feels the common pain, the common dignity, and the common responsibility. Because throughout history, what has kept Muslims standing was never a UN resolution, nor the support of a Western government. It was always one another.

Today, the death penalty law in Palestine targets Palestinians. But a divided Ummah cannot know who will be targeted tomorrow.

Conclusion: Silence Is Complicity

Israel’s death penalty law is not a security measure. It is the entrenchment of occupation, the preparation of ground for the physical elimination of a people, and the clothing of oppression in the garb of law. The agenda may be shifted to Iran, to war, to the “terrorist threat”, but the truth does not change: Muslim blood is being shed, children are rotting in prisons, and now there is a death penalty law to go along with all of it.

For the international community to remain silent at this point is to become complicit in this savagery. History will judge together the hands that passed this law and the eyes that said nothing.
